A: Depend on where you live really. As long as it is not unsafe for you to be out. For places with salt on the sidewalks and streets, booties will be neccessary. If you have the ability to put wee wee pads on a balcony or patio, sometimes your dog will be better on that. *snort* When we lived in NYC, I would walk outside except for the blizzards.
